In the Philippines, the sale of the following products is regulated by the Food and Drugs Administration: processed food, drugs, medical devices, diagnostic reagents, cosmetics and household hazardous substances.

All entities that wish to export, import, market and distribute products falling under any of the said categories in the Philippine consumer market are required to undergo an application process known as Establishment Licensing in order to secure a License to Operate. In turn, these entities or establishments are required to secure a Certificate of Product Registration for each product they wish to export from the Philippines or import, market, and distribute within the Philippines.
